The executives are people, so who is correct as written.  When we refer to people, we use the pronoun who.

This error isn’t always easy to spot since we tend to be sloppy about pronouns in everyday life.  How many times have you heard something like “she’s the one that got away”? (Sorry, Katy! The one who got away. You’re a person, too.)  If it’s human, use who, not that.
